XO Communications Appoints Director of Legislative Affairs [January 12, 2005]

RESTON, Va., Jan 12, 2005 /PRNewswire-FirstCall via COMTEX/ -- XO Communications, Inc. (OTC Bulletin Board: XOCM.OB), the nation's largest facilities-based provider of national local telecommunications services focused exclusively on businesses, today announced the appointment of Alan Hill as director of legislative affairs. He will be responsible for representing the company's interests on legislative matters before members of the United States Congress.

Mr. Hill joins XO from the office of United States Representative Cliff Stearns (R-FL, 6th District) where he served as legislative director. In this role, he was responsible for planning and executing the Congressman's legislative strategy and formulating policy and legislation on telecommunications, defense, energy and trade issues. Prior to this role, he served as a senior legislative assistant for Congressman Stearns.

Before joining Congressman Stearns' office, from 1995 to 1999, Mr. Hill served as a legislative clerk on the U.S. House of Representatives' Energy and Commerce Committee. Mr. Hill graduated from the University of Kentucky with a Bachelor of Arts degree in Political Science and is completing graduate work at the U.S. Naval War College.
